Some of the links were broken since some pages used

README says TABLE METHODS, let's standardize on that.

Add [the beginning of] a Layer3::Juniper class.
Junipers worked with SNMP::Info::Layer3; this class's main purpose
is to get the device inventory a bit nicer.
